SCM POLICY AND DOCUMENTS
1. Purpose and Objectives
1.1. To ensure efficient, effective and uniform planning for, and procurement of, all goods, services and works, required for the proper functioning of Overberg Water Board (hereunder referred to as SCM), as well as the sale and letting of assets conforming to constitutional and legislative principles, whilst developing, supporting and promoting historically disadvantaged individuals, Black Economic Empowerment (BEE), Small, Medium and Micro Enterprises (SMMEs), and preferential goals (socio-economic objectives).
1.2. To ensure efficient, effective and uniform management of logistics and disposal of goods and assets through the SCM process.
1.3. To ensure good governance through SCM's supply chain processes.
1.4. To ensure that there are adequate controls to prevent any irregularities in the procurement of goods or services.
2. Scope or Application of Policy
2.1. This Policy applies to:
2.1 .1 . This policy must be applied to adhere to accounting and reporting requirements and applies to all employees of Overberg Water Board;
2.1 .2. The procuring of goods or services, including construction works and consultant services;
2.1 .3. The procurement of goods and service under a current contract secured by the another organ of state, provided that supplier(s) has agreed to such procurement and the accounting officer of the said organ of state has approved the request to participate.
